Sandy Denny must be right up there, Gents.
Her enunciation, timing and ability to hit high notes was just effortless. Sings with emotion too.

Many who could stake a claim to that, but I've always thought that Dusty was the UK benchmark.

Depends on your outlook, for me it's either Liz Frazer (Cocteau Twins) or Beth Gibbons (Portishead).
