Hopefully this is true , im not questioning your sources JD . Based on what we saw at Tannadice He is better than any full back currently at Tannadice.

Stirling is a Dumbarton player, not a loanee. He's signed for QoS next season, but I think he flatters to deceive.

Devlin is good going forward, not so sure about his defensive qualities.
Both Stirling and Devlin are familiar to me, as they played at Ochilview earlier in their careers.
Is this what we've come to?

Worked out well enough for Swanson, Prince gomis and to an extent Andy Webster - all silver kissers who played in the lower leagues.
In all honesty, he's at a good age, was made captain of the team at the age of 21 and seems to be pretty loyal - he's certainly worth a bash. I'd happily have us sign the best players from our current league, presumably on wages which won't break the bank

You neglected to mention one Andrew Robertson and GMS - as you say nothing wrong in looking down the leagues for talent

Looking down the lower leagues is what is needed we have managed to get some gems in years gone by and we need proper scouting in place to get more of these players.

Not critical of bringing in lower league players, mentioning these two specifically as I know of their abilities in the past. Stirling especially wouldn't be an improvement.
Devlin, as I say, wasn't the best defensively at Stenhousemuir.

From what I have seen of him, he's a good player, better than any option we have at right back at the moment as Cammy Ballantyne isn't ready yet.

If Cammy Ballantyne isn't ready yet, he never will be. Boys 20yr old, not a kid anymore.
From the little I've seen of him, I'd say he's a better option than what we've used all season, but that's based on seeing him 3 times so may be wrong.

One thing i thought when we got relegated was that we would see a good few dev players this term. Hasnt been the case which is quite worrying if our management team doesnt see much talent in whats coming through

Ballantyne needs another season out on loan, he's had a good season from what I hear but needs that extra year on loan.

Matty Smith and Cammy Ballantyne have both had good season's out on loan, maybe next season.

McKinnon doesn't rate Matty Smith (seems bizzare when you consider his performances towards the end of last season). I fully expect him to be released in the summer. Brad Smith was seemingly told before Xmas that he needed to start consistently performing well for the U20s (and on his loan spell where he hardly got a game) otherwise he would be released as well. I expect him to be offski too.
