According to transfermarkt he is a young centre back with Scottish u17 caps

Charlie Tefler had a contract offer from Sevco, I believe. If this guy has been freed then I don't think there would be a tribunal.

Unless he was offered a contract but refused to sign it and just went at the end of his contract I think. If he wasn't offered a deal then no fee
